Certain items are carried without compensation cover for damage.  That means you're responsible for any damage that happens to those items, even if it's not your fault. If you want coverage for those items, you'll need to buy insurance.  It's like a disclaimer saying "we're not responsible if something happens to your stuff, so get insurance!"
